SOLAS (II-1/3-13) – Lifting Appliance Competent Person
SOLAS Regulation II-1/3-13 was adopted by the International Maritime Organization (IMO) through Resolution MSC.532(107). It introduces mandatory requirements for the safety of onboard lifting appliances (such as cranes) and anchor handling winches.
The regulation has entered into force on January 1, 2026.

Key features of the regulation:
- Requirements: It covers comprehensive guidelines for the design, construction, installation, testing, inspection, and maintenance of this equipment.
- Implementation: These standards are designed to prevent maritime accidents and ensure safety during operations.
- Compliance: Equipment installed on or after January 1, 2026, must meet these new recognized standards
- Applicability: Applies to all lifting appliances and winches with a Safe Working Load (SWL) of 1,000 kg or greater.
- Design & Installation: New equipment installed on or after Jan 1, 2026, must meet specific design and construction standards approved by a Recognized Organization.
- Existing Equipment: Equipment installed before 2026 must be certified compliant no later than the first renewal survey on or after the effective date.
- Maintenance & Testing: Mandatory operational testing, thorough examination, and regular inspections must be recorded in a dedicated onboard register.

The Load Test and thorough examination of lifting appliances and anchor handling winches referred to in this notice shall be carried out by the Competent Person based on the Guidelines in MSC.1/Circ.1662 and MSC.1/Circ.1663 to the satisfaction of the vessel’s RO or jurisdictional MMD’s as applicable.
SOLAS Lifting Appliance Competent Person training is 50 % Theory and 50 % Practical training. The delegates get a complete hands on knowledge of the equipment and their role in maintaining and testing it. The course leads to award of SOLAS Lifting Appliance Competent Person certificate.
