BCO (Ballast Control Operator) / Comprehensive MODU Stability course is as per IMO Resolution A.1079(28) adopted on 4th Dec 2013. BCO course is applicable for non propulsion vessel such as Construction, Pipe-lay and Accommodation barges; Semisub and Jackup drilling units etc which use anchor to stay in position.
Comprehensive MODU Stability course is open to any mid level offshore rig worker. Those having STCW Officers and Engineer license (2nd mate, Mate, Master, 3rd Eng, 2nd Engr,Ch. Engr) will also be required to do this course to take up the job as BCO / CRO.
The Ballast Control Operator course is approved by Liberia (LISCR) flag state. On completion of the MODU Stability training you get Certificate directly from Liberia Registry (LISCR).

Basic MODU Stability (Ballast Control operator)
- Understanding of general terms, i.e. displacement, draught, trim, heel, freeboard, buoyancy, reserve buoyancy, etc.
- Understanding of centre of gravity, centre of buoyancy, position of metacentre, righting lever and its effect on transverse stability
- Stable, unstable and neutral equilibrium
- Theory of moments applied to stability including the effects of movement of heavy lifts
- Effect of adding, removing and shifting weight; calculation of vertical, transverse and longitudinal shift of centre of gravity
- Understanding of the inclining experiment report and its use
- Effect of free surface on stability and factors affecting same
- General understanding of change of trim, trimming moments, longitudinal metacentre and longitudinal stability
- Use of hydrostatic curves, deadweight scale and hydrostatic tables
- Use of cross curves to produce a curve of statical stability and information from curve;
- Dynamic stability; synchronous rolling and angle of loll; stability criteria for MOUs;
- Effect of mooring system on stability
- Daily loading calculations
Application of stability knowledge, including the relevant theory and calculations
- Deck loads and effect on stability; change in lightweight
- Examination of ballasting systems and procedures
- Response to systems failures including station-keeping systems, damage to structures and subsequent action
- Damage control procedure, watertight compartments counter-flooding, use of pumping systems and cross-connections
- Environmental conditions and their effect on stability
- Unit and environmental limitations and criteria for changing to survival condition
- Zones of reduced stability, precautions to take, unsymmetrical ballasting/deballasting and importance of sequence with regard to stress

Q1. What is the BCO / MODU Stability course?
The Ballast Control Operator (BCO) / MODU Stability course trains offshore workers to take responsibility for the stability management of Mobile Offshore Units. It is approved by LISCR (Liberia flag state) and aligned with IMO Resolution A.1079(28). On completion you receive a LISCR Certificate. |
Q2. What is the difference between a BCO and a CRO?
BCO (Ballast Control Operator) and CRO (Control Room Operator) describe the same stability management role on different vessel types. ‘BCO’ is the IMO term used on most barges and semi-submersibles. ‘CRO’ is the term used on jack-up rigs and some drill ships. The Elite Offshore Academy BCO/MODU Stability course and the resulting LISCR certificate covers both titles — one qualification for both job roles. |

Q5. What are the prerequisites for the BCO course?
Option A: 1 year of service aboard Mobile Offshore Units including at least 2 months as a trainee under a certified BCO. Option B: BSc degree from a recognised school of technology plus at least 2 months as a trainee BCO. STCW-licensed officers and engineers (Mate, Master, 2nd Engr, Ch. Engr) also need to complete this course to qualify for the BCO/CRO role on an MOU — a STCW licence alone is not sufficient. |
Q6. Can I take the BCO course if I have never done any stability training before?
Yes. This is an initial certification course — no prior BCO, stability, or MODU Stability course is required. This distinguishes Elite Offshore Academy from some online providers who offer BCO training only for candidates who already hold an existing (possibly expired) BCO certificate. Our course is open to first-time candidates who meet the sea service prerequisite. |

Yes. The certificate is issued under Liberia (LISCR) flag state authority — one of the largest ship registries in the world — and is accepted by most flag states and drilling contractors with an offshore presence globally. LISCR certification is recognised by Noble, Valaris, Diamond Offshore, Transocean, KCA Deutag, COSL, and other major MODU operators. |
Q8. Is BCO required before I can take the Barge Supervisor or OIM course?
The BCO certificate is required when you apply for the Barge Master (Barge Supervisor) Licence from Liberia Registry after completing the BS course. It is part of the full LISCR Senior Management Pathway: BCO → Barge Supervisor → OIM. Elite Offshore Academy offers all three courses — many candidates take BCO first, then continue with BS and OIM. |
